Current community mechanics reports say yes, provided you have both the augment and Infinity Edge. Excess crit chance does not make attacks crit more often; it continues to raise the random bonus crit-damage ceiling. The tooltip scales that ceiling at 50% of crit chance, so each attack does not receive the maximum bonus. Ordinary Infinity Edge does not provide this random bonus.

Does Upgrade Infinity Edge still grant 25% crit chance in Patch 26.17?

No. The official 26.17 notes removed the extra crit chance. The augment still grants 500 gold, but crit chance must come from items or other effects. Do not include the old free 25% in your build calculations.
